You'll probalby want to sharpen the image since downsizing reduces sharpness. Then enter the desired width and height in pixels (enter width or height, the other will change automatically) at the top of the Image Size dialog box. Then make sure the Consgtrain Proportions and Resample Image boxes are checked. In Photoshop, click on Image / Imaage Size. Of course you need to convert the RAW file to a TIF or JPG or whatever. But resizing images for viewing on a computer monitor is something any image editing program should do, and certainly Photoshop can do it. I don't know anything about instant logic, so I can't comment on that.
